Who We Are

Our experts work within local and regional institutions across the Global South to deliver projects on the ground, and inside the major funders that finance them, including the Green Climate Fund, to reform and improve the system.

Mission

Southshift builds delivery capacity inside the institutions of the Global South by applying expertise in financial design, delivery, systems reform, and capacity building. We enable institutions to originate, structure, and deliver the projects their countries and communities need.

Our engagements build capacity within institutions, working across systems, policies and financial structures to support delivery from the ground up. We combine technical depth with field-tested experience to turn strategy into delivery, leaving institutions with stronger systems and sharper teams.

Services

Our services span four core areas of climate finance delivery.

Accreditation & Readiness

Readiness mandates that prepare institutions to access and deploy international climate finance. We work across the full Green Climate Fund Readiness and accreditation lifecycle, from National Designated Authority strengthening and institutional capability uplift to country programming, direct access accreditation and investment pipeline development.

Funding Proposal Delivery

Funding proposals that move from ambition to approval. We develop Concept Notes and Funding Proposals for the Green Climate Fund and other major funds, from investment logic and Theory of Change to economic and financial analysis, technical annexes and alignment with each fund's investment criteria.

Pipeline Development & Capital Markets

Capital markets solutions that turn project ideas into investment. We prepare projects and structure transactions to mobilise public and private finance, from project preparation facilities and blended finance to green bonds, green credit lines and carbon-market instruments.

Institutional Architecture

Institutional systems that make climate capital usable at scale. We advise on the policy, regulatory and governance architecture behind credible delivery, from green taxonomy and sustainable finance regulation to climate strategy, MRV and ESG systems and institutional capacity building.

Our Team

Antonio García Pérez

FOUNDER AND PRINCIPAL


Antonio is a senior expert in climate finance and blended finance with over eighteen years of international experience across Latin America and the Caribbean, Europe, Africa and Asia Pacific. He has worked at every layer of the climate finance system, including seven years at CAF, the development bank of Latin America and the Caribbean, and successive appointments within the Green Climate Fund Secretariat. He works in Spanish, English and French.

At CAF he led the bank's accreditation to both the Green Climate Fund and the Adaptation Fund, and negotiated the agreement that made CAF the first multilateral development bank to sign an Accreditation Master Agreement with the Fund. He successfully brought multiple funding proposals to Board approval and led the CAF transition from accreditation to activation, deploying capital at scale. More recently Antonio was lead drafter of the GCF's Reformed Accreditation Framework which was adopted by the Board in 2025.

Beyond CAF and the GCF, Antonio designed and launched the IDFC Climate Facility at the French Development Agency, which serves twenty-six development banks across four continents, and went on to support thirteen of them on the road to direct access to climate finance. Through the UNDP, he also developed a new framework of bankability assessment tools used across 8 countries to strengthen LAC’s regional green investment pipeline.

James Pardy

STRUCTURING PARTNER


James is a strategy and operations specialist with over nine years of experience delivering complex programmes inside highly regulated public institutions. At Southshift he works on institutional design and governance architecture, monitoring and evaluation frameworks, and the structuring of donor-facing mandates. He holds a Bachelor of Politics, Philosophy and Economics from La Trobe University and works in English and French.

In Australia he led numerous legislative reviews, policy evaluations and strategy processes across Australian Government departments and agencies in areas as varied as sustainability, education, economic reform, disability care and regulation.

Beyond government, James worked at a leading Australian university to promote bilateral trade and sustainable development through the Australia Vietnam Policy Institute.
